[theme-reviewers] Admin Panel Frameworks and "Unique Callback Slugs"

The Theme should use one, consistent namespace (function prefix). Bundled
resources, such as a library (framework) have their own namespace (which is
fine, and preferable); but why the need for the third namespace?
