[theme-reviewers] Up-sell theme

Basically, the "free" version of the theme cannot be locking out any "core"
functionality behind its pay-wall ... although finding a good explanatory
example may be a bit difficult.

Let's consider, for example, the "free" theme offers basic Post-Format
support and the "paid" version offers enhanced styling and functionality
attached to the same supported Post Formats would be fine; but, offering
basic Post-Format support for only some of the types in the "free" version
and similar basic support for all Post-Format types in the "paid" version
would not be fine (especially given the new functionality being added to
core with 3.6).

Unfortunately this does create a bit more work (for example, researching
the "paid" theme) when reviewing an "up-sell" theme; and, this might be
considered part of what is meant by "more rigorous or additional
Theme-Review requirements"
