[theme-reviewers] Reg. Themes that enqueue CSS in the Admin

I came across a theme that enqueues a CSS file in the WordPress admin for
styling Theme Options page but it also affects the font styling of general
UI elements. It does not break anything however it makes the UI a bit ugly.

Is this a criteria to not approve themes?
