[theme-reviewers] Proposed criteria change for Commercially Supported GPL Themes page

Hi Thomas,

As Bryan said, the proposal does not require theme shops to use the
WordPress.org support forums. No plugin or theme author is, or has
ever been, required to use the WordPress.org support forums. Might
some users expect for support to be provided? No doubt, though plenty
of authors offer custom support while still managing requests sent to
the WP.org support forums. How theme shops choose to handle support is
no doubt a factor in how some users may view them.
