[theme-reviewers] HTML in theme description?

Are themes allowed to use html in theme descriptions? This one (
http://themes.trac.wordpress.org/ticket/12023#comment:1) that I'm about to
review has a link tot Author URI in the description. The html is showing up
as plain text in trac, but I don't know how it will show up in other places
and if this is a problem or not.
