We seem to answer this question, over and over.

You may - and are encouraged to - upload never versions of a Theme even
while an older version is still in the review queue. When you do so, in
order to maintain your place in the queue, you need to leave a *comment* in
the older ticket, with a link to the newer ticket. By doing that, when a
reviewer grabs the older ticket, it will be closed as "newer version
uploaded", and the review performed on the newer ticket.
