[theme-reviewers] wordpress guidelines

In reference to the guideline I noted, if you chose to display the site
title and tag line (read: site description) then you would be required to
use the method(s) the guideline shows ... if you chose not to display the
site title and/or tag line then that particular guideline should not be
applied as a requirement.
