[theme-reviewers] Is postmeta plugin territory?

I am still in learning process about theme reposity rules.
In fact, i started to understand it much better now with its reasons.

While anything that effects wp-editor content is plugin territory, is
postmeta plugin territory too?
Can i add a metabox that saves some changes for each post in postmeta?
