[theme-reviewers] Problem installing Developer plugin

Hi 

I'm setting up my testing site again (locally) and I'm having problems with the Developer plugin. It installs fine, but when I try to activate the individual plugins it just says 'ERROR!' with no useful error message. I have wp_debug set to true, but it's not giving any errors.

Has anyone else had this problem?
