[theme-reviewers] Accessibility for theme developers draft

Esmi from the Accessibility group has posted a draft of the Accessibility
chapter of the Theme Dev handbook.

Note that this isn't the same as the theme accessibility guidelines that
we've discussed as an add-on to the review process; rather, it's a best
practices doc for developers. But it's already a good one, if you're
interested in better accessibility for your own themes, or just in
understanding the concepts involved.
