[theme-reviewers] Where is "closed-newer-version-uploaded" Action?

I closed a theme as not approved and now the author uploaded a newer
version. I went back to the old ticket to close it as
"closed-newer-version-uploaded", but can't find that anywhere. Am I doing
it wrong?

Also, am I allowed to follow tickets like this? I mean, reviewing my
previously reviewed tickets without reviewing other tickets in the queue?
