[theme-reviewers] Supporting Repo Child Themes

I generally recommend the second option first, but usually temper that with
corollary of if its only CSS then a third party plugin to add custom CSS
will work just as well (or better, in cases where the end-user is leery of
creating a "new" Child-Theme).
