Oh, you certainly *can* use something like that, but only to add *enhanced*
functionality. I'm not sure I would *recommend* using it, but as long as
the Theme conforms to the Guidelines completely stand-alone, you should be
okay.

And, again: GPLv3 is acceptable for the repository; so there are no license
issues there.
