[theme-reviewers] Review-Continuation Tickets, and Reviewing Previous Tickets

I do not see any reason why one of the WPTRT Admins could not "suspend" a
theme for cause, especially in cases where the theme is found to be using a
non-GPL-compatible item.
To the best of my knowledge we address these issues whenever they are
brought forward.
