[theme-reviewers] Is there an official stance on shortcodes in themes?

I can't recall reading any requirement in the codex indeed, but afaik it's
not recommended, still it's accepted.

There are themes in the repository that incorporate frameworks with
shortcodes, but it's not a good practice for the reason that you mentioned
above.
