[theme-reviewers] Is there an official stance on shortcodes in themes?

So it's a good enough reason to reject a theme and instruct the author to
remove them? Using Theme Review Guidelines lingo, are themes *required* not
to use shortcodes or *recommended* not to use shortcodes?
