[theme-reviewers] Child Themes - Required Uniqueness?

I've just come across my first child theme in the review queue.

Is there any required level of uniqueness for a child theme? This
theme seems to just add a few very minor CSS tweaks. The functions.php
is entirely dedicated to adding credit links.

I'm not doubting the usefulness of the CSS tweaks, just wondering if I
can approve this?
