[theme-reviewers] Newbie theme reviewer question - Browser compatability

I think it might be a slippery slope. As long as it's clear in the
description what is supported by the theme, I don't think we need to force
a certain level of support.

And what is "support" anyways? Does everything have to work? Look the same?
Kind of the same? Mostly work?..

I wouldn't want someone with a super creative and forward-thinking approach
to a theme get turned away because their HTML5/CSS3 stuff doesn't
work/isn't even supported in a browser that we require.

That said, maybe a "recommendation" of IE9 and up, with special
consideration if justified?
