[theme-reviewers] Updated theme stuck in limbo somewhere?

This was because they set it to "not-approved" first.

Once a theme's ticket is "closed", its status is set. Changing it
after the fact won't actually change anything in the system. A closed
ticket is final as far as the automated system is concerned, so
changing it to something else later requires manual intervention.
