[theme-reviewers] Suggestion for Theme Descriptions

Okay, went back and tested. I see the only time the proper description is
showing is at the very end only after user has activated the theme, and not
any place sooner. I still remember this being different, but you definitely
would remember more intimately than I, so I'll take your word for it that
it was always this limited.

In any case, I hope this is eventually something that the THX38 project
goes on to fix.
