[theme-reviewers] Enqueue scripts from CDN

I agree with that, but it seems to be making a strong case for leaving
CDNs, even with fallbacks and the ability to defeat it, totally to plugins.

We wouldn't allow a theme to get images from a CDN. How is this any
different?
