[theme-reviewers] "Theme Frameworks" in Extend?

This is what I consider a framework (I am the developer):

It's not installable as a theme.  It's a framework for developing 
themes.  I believe this is what Shinra was asking about in the original 
question.  But, no, frameworks like this can't be hosted on .ORG.
