[theme-reviewers] Theme 2-Step Activation

It’s been agreed that all features and functionality must work out-of-the-box.   No crippleware allowed.

I know a lot of plugins, after "activating", still need to actually be activated in the plugins settings, but is this allowed for themes?

After activating a theme I'm reviewing on the front-end of the theme appears at the top:

YOU NEED TO CLICK ON THE CHILDISHLY SIMPLE OPTIONS BUTTON IN ADMIN / APPEARANCE TO ACTIVATE THIS THEME

Now, respectively, some themes are more complicated than others and need to be appropriately adjusted, but can an exception be made here or not, any theme absolutely must simply just work out-of-the-box?
