[theme-reviewers] Screenshot Guidelines

Just a quick observation ....

... are we not being clear on what is an acceptable screenshot for themes?

A quick scan through the current "new" themes for review in extend shows a
half-dozen with screenshots that are obviously not meeting the current
guidelines:

"Should be a "reasonable facsimile" of the Theme after it is initially
activated with default options"

This is not really a significant issue in the grand scale of things, but it
does beg the question: are there other guidelines that are not obvious or
difficult to find / understand?
