[theme-reviewers] Theme Check

I second Sayontan re this issue. I recall reading that Theme Check just
scans the code.

If so, then can theme authors instead add a note in trac ticket generated
upon submission of theme that such add_theme_support( custom-background )
REQUIRED error is due to backward compatibility provided by theme author
and link to functions.php (or appropriate file) so reviewer can see
conditional/s wrapped around the deprecated notice?
