[theme-reviewers] GPL-compatible social media icon sets

Can we bundle any resources that are not licensed under a well-known, 
GPL-compatible licence? I mean, I know a lot of icon sets are "free to 
use for whatever purposes", including the one I used previously from 
this site: 
http://www.nouveller.com/general/free-social-media-bookmark-icon-pack-the-ever-growing-icon-set/

However, in my last theme update submission I was informed that I need 
to change the bundled icon set since it was not released under any 
explicit licence. It was stated in the page linked to above that "/you 
can download and use wherever you like, for free as well!/". 
Furthermore, what's to prevent the icon designers to simply whack that 
line off their page?
