[theme-reviewers] Theme not rating

I am getting quite a couple of mails stating that on of my themes (Mantra) has the rating system (stars) disabled.
 I have created a new WordPress user and tried giving it a rating myself and I can't. I can however rate all  the other themes I tried.
Does anyone have any idea why that is happening? 
Here is the theme's page - http://wordpress.org/extend/themes/mantra as you can see it's stuck at 5 ratings totaling 3 starts.
