That clause is a restriction against redistribution, and as such is clearly
not compatible with GPL, which provides for redistribution of code,
modified or unmodified.

Looks pretty cut-and-dry to me.

Now, the REAL issue: icon sets and images need a license analogous to the
SIL Open Font license for fonts. Like fonts, icon sets and images are not
really the intended use for GPL. If someone knows of such an image license,
analogous to SIL Open Font, let us know. I will be happy to run it by the
powers-that-be.

The only problem will remain that developers still won't be *using* said
license, opting instead for CC-By, etc.
