[theme-reviewers] Changing license from GPLv2 to GPLv3

GPLv3 is compatible with "GPLv2 (or later)". This should be axiomatic.
"Should" be, if only GNU/FSF hadn't written a GPLv3 in a way that is
explicitly incompatible with GPLv2, which IMHIANALO, was a pretty stupid,
short-sighted thing to do. Nevertheless, unless we are told by those above
our pay grade that the WPORG repository is only going to accept
GPLv2-compatible licenses, we're going to avoid any and all licensing
arguments/issues/whatever, and stick with "GPL-compatible", which includes
GPLv3.
