[theme-reviewers] Bypass WordPress Built-in Power Help

Hello,
I am currently reviewing a theme which is providing Background Color/Image
and Custom Header via Theme options instead of using WordPress Custom
Header and Background Options. So,

   - Can a theme provide it's own power instead of using default functions ?
