[theme-reviewers] A Note on Closing Tickets as "Newer Version Uploaded"

Good morning, reviewers!

Just a quick note, regarding closure of tickets as "Newer Version
Uploaded": tickets should only be closed as "Newer Version Uploaded" in the
process of performing a review. If you close a ticket as "Newer Version
Uploaded", you should then proceed to *assign yourself the newer-version
ticket*. If you are not prepared to assign yourself the newer-version
ticket, please do not close the older ticket; otherwise, that ticket will
lose its rightful place in the review queue.

On a related note: when reviewing a Theme, be sure first to check the
review history of the Theme. If the previous ticket was closed as "Newer
Version Uploaded", you will need to base your review on the most recent
ticket that was resolved as *approved* or *not-approved*. This is
especially important when performing diff-reviews, or when reviewing
previous tickets for "required" issues that were specified to be addressed
in the next Theme revision.
