[theme-reviewers] Duplicate Theme Name

Yep, there's already an "onec" in SVN:
http://themes.svn.wordpress.org/onec/

Author URI no longer resolves, and both this Theme and the developer's sole
Plugin appear to be abandoned.

Changing the owner of "onec" is entirely up to Otto, though...
