[theme-reviewers] Paypal donation button in theme?

Hello,
Is it allowed to add a small paypal donation button in the theme options? I
have seen some a few tickets being rejected because of that. For example:

For example these and few more tickets (none of those are mine)

The notes from reviewers are:

Do not use encrypted code for the PayPal? donate link. Instead, try using a
> plugin like  Paypal Donations

But some of the themes in the wordpress repository have the same code, for
example:
