[theme-reviewers] going live process

It's strictly a manual process requiring an Admin to go through ... when I
do it I generally check a few things besides the straight up
approved/not-approved resolution(s)
As far as time frame goes, within 24 hours would be great but I know my
schedule does not always allow for that expediency.
