[theme-reviewers] Reviewer Privileges

Don't always go with the points. Whenever admins feel like you can
become one, they will promote you. I hate when people are too pin
pointed about something being mentioned and just want to argue on
that. I probably did like 10 when I got promoted, even didn't ask
them.
