[theme-reviewers] Rating for plugin is easy, How to i rate themes.

Hello Admins,

It is easy for me to rate the plugins but i tried a lot to rate the themes,
But i didn't get success as rating is disable for me, How do i rate the
themes and what all steps i have to follow to do that.
