[theme-reviewers] Plugin Review (Yes, meant for the Theme Review List)

To the best of my understanding, and I could be wrong (*grin*), based on
several plugins already live in Extend ...

... two or three plugins ago I was specifically asked for a link to the code
of a working version of the plugin before it could be given SVN access.

There appears to be a cursory review done (mostly) for "new" plugin authors;
which leads me to believe as you become more well known you are given more
latitude with new plugins being allowed into the repository.
Once the plugin has its SVN space and goes live, it basically falls to the
end-users/community in general to report anything that may not be
acceptable. At that point I believe the plugin would be more "formally"
reviewed by those taking care of the plugin repository.
