[theme-reviewers] theme approval turnaround

That number is actually difficult to gauge with any accuracy, but we're
working on a way to provide better trending on that metric.

The issue isn't so much one of a lack of reviewers (though more are always
welcome!); we've got a total of about 75 people who have performed reviews,
and about 1/3 of those have access to resolve/close tickets. The problem is
mostly that we're entirely volunteer, and activity waxes and wanes with
available time to donate/contribute to reviewing Themes.

Based on some recent trending analysis I conducted, it appears that Theme
Review exhibits the classic Pareto:

For those unfamiliar with a Pareto chart: the blue bars are # of reviews by
each Reviewer, the green line is the cumulative percentage of total reviews,
and the gray line is 80% of total reviews. The chart essentially indicates
the relative workload. As you can see, the bulk of review activity is
performed by a very few number of the total reviewers.

Given that the WPTRT is a completely voluntary activity, this workload
distribution is entirely accepted, and entirely acceptable. Unfortunately,
it is insufficient to get - and to stay - ahead of the incoming review
workload. So, that remains a constant battle.

We're testing out some changes, though; the first one is an experimental,
new #2 priority that includes ALL tickets older than two weeks, regardless
of previous review
