[theme-reviewers] Broken Theme Uploads

I apologize for the rather extreme delay on this. Turned out to be a
tricky one to find, but at least I learned a lot more about SVN in the
process.

The theme uploader should now be fixed. If you had problems uploading
your theme before and were referred to me, then you can now try again.
If you still have any problems, email me directly and I'll look at
them ASAP.

You will need to bump the version number of the new theme upload,
since the old version numbers are sitting there used.
