[theme-reviewers] Broken Theme Uploads

Okay, I've looked at this a little more.

Any theme ticket that you find displaying these characteristics:
- SVN directory not there/404
- Missing ZIP

a) You need to *immediately* tell the theme author to stop trying. He
will not succeed, and they're only creating clutter in trac.

b) Email the ZIP file to me.

c) I will need the uploader's wp.org username, and permission from
them to change their password (since I'm going to try to upload the
theme *as them* in order to debug the problem on a test server).

But basically, without samples, I can't narrow down the issue and fix the bug.
