Looks good Ian, well the only one thing that I would add to this would be
some references to WordPress guides such as:

   - http://codex.wordpress.org/Theme_Review

   - http://codex.wordpress.org/Theme_Unit_Test
   - http://wordpress.org/extend/plugins/debogger/ and or
   http://wordpress.org/extend/plugins/log-deprecated-notices/
   - http://wordpress.org/extend/plugins/theme-check/

For example if Theme Check plugin was used I usually paste pretty much all
of the stuff that Theme Check generated. If this was a priority #3 this is
what I usually do http://themes.trac.wordpress.org/ticket/3028
