[theme-reviewers] What about themes for webdev?

Hello,

I submited Basics, it's a kind of blank theme build for people with some
skills in php, html and css. Some remarks from the tickets [
http://themes.trac.wordpress.org/ticket/4056 ] assume that a theme is
targeted for people without webdev skills.

My question is : Is there a place in the WordPress Theme Repositery for
those blank themes for themers?
