[theme-reviewers] Regarding Free Themes

I am aware of this but end-users are not-so-tech-savvy.(otherwise they will
look at wordpress-org or other authentic designers for free themes)
Having this plugin in theme-upload section of Appearance menu will prevent
many ugly things IMHO.
