And perhaps we need more explicit guidelines on "substantial difference"
with respect to design?

Not that I have any *clue* what those explicit guidelines might be, mind
you.

But as bad as all-green is, it passes a cursory "does this *look* like
TwentyTen?" visual check. Maybe that's not enough?
