[theme-reviewers] Are themes restricted from adding top levelmenus in WP 3.1 rc-4

I think you're probably calling add_theme_page incorrectly. The
argument lists for the two functions are similar, but not the same.
add_theme_page doesn't take an icon_url or a position, for example.
