This is precisely what I was thinking ... a consistent UX especially as an
ideal of "Best Practices"; and, IF it becomes an issue where themes are
exceeding the 8 meg ceiling then that can and should be addressed.

How much "stuff" would have to be bundled to top out 8 meg? It seems to me
if an author is getting to that size there may be a bit of Mallory-Everest
bundling going on and not necessarily any end-user benefit being offered.
