[theme-reviewers] Terminally Theme

I reviewed this theme last month that I suggested for approval and the
developer is wondering why it hasn't gotten approved yet:

Just want to check in and make sure that I had followed through on
reviewing this theme correctly and that it is currently in the proper queue.

While I'm pinging the list, is there a Trac Ticket Request Queue for
December? I've got time to review a few more themes this month.
