[theme-reviewers] w3c validation and html5 in core

Although validation is important it is not, and others may disagree, an
absolute point to resolve a Theme to "not-approved".

If you note items such as this and add them to your review comments, the
Theme author can choose their preferred method to "correct" but if this is
also the only issue and does not cause any "incorrect" display problems then
the Theme should be fine to resolve as "approved".
