[theme-reviewers] Header Redirect: Any Good Reason For This?

The Theme properly adds License/LicenseURI headers to style.php, so I'm not
overly concerned with the template file header copyright notices. The "all
rights reserved" bit can be confusing, though. We might want to consider
some wording regarding such.
