[theme-reviewers] Trac/uploader update

I've added code to make the theme uploader create the new ticket in
trac with the "Reporter" as the name of the person who uploaded the
theme. As a side benefit, I believe this will thus include the person
on the emails of the resulting ticket.

Note: This is experimental and it may not work. If anybody notices any
problems, I'll back it out immediately. So keep an eye out. If one of
you guys wants to upload a test theme and tell me of any issues, I'd
appreciate it.
